Now and then I read headlines in the newspapers or websites of South Dakota that bear no relation to the "news" under the headlines or the headline itself makes no sense. Below is a headline and story from the Keloland website:

Bill To Lift 100-Student Cap On SD Schools Passes
PIERRE, SD - A panel of South Dakota lawmakers has moved to allow school districts with fewer than 100 students to stay open.
The House Education Committee passed a bill Wednesday to repeal a cap that requires many school districts below 100 students to consolidate or dissolve.

It may be a good idea, but isn't the "100 students" really a minimun rather than "a cap".
